- Candidates interested in applying should be women pursuing a career path in the field of construction
- They must be citizens of the United States, permanent residents of Guam or the CNMI, or the citizens of Federated States of Micronesia, the Republic of Palau, or the Republic of the Marshall Islands
- Candidates must be full-time students enrolled or be registered students for the following school year in the Guam Community College, the University of Guam, or the GCA Trades Academy
- They must have a declared major in construction-relevant majors, including but not limited to engineering, architecture, construction technology, construction management, or a construction trade certification program (including the pre-engineering program)
- Candidates need to possess a CGPA of 3.0 or higher on a 4.0 scale (or equivalent on a 5.0 scale)
