- The applicants must have obtained admission to an approved master’s study program at a designated institution.

- They must have a minimum of 2 years of full-time professional working experience (that has been done after a university degree) at the time of application.
- English proficiency is required both in oral and written communication to be able to pursue their studies.
- The age restriction is 35 years at the time of application unless it is exempted in exceptional cases with the expressed endorsement of the Japanese government.
- They need to be in good health.
- The candidates are required to agree to return and work in their home countries for a minimum of 2 years after completion of their studies under this scholarship program to continue its development.
- Those who would like to avail and apply for this opportunity must not be executive directors, alternate directors, consultants of ADB, staff, or the close relatives of the aforementioned by adoption or blood with the term “close relative” defined as mother, spouse, father, stepmother, stepfather, sister, brother, stepsister, stepbrother, daughter, son, uncle, aunt, nephew, or niece.
- They should not be staff of the designated institution of ADB-JSP.
- They should not be residing or working in a country other than their home countries, and
- The candidates must not be already enrolled in graduate degree programs.
